The general plan of 2002 planned for more than 40,000 new residents, of which around half would move in here, but the census shows that only a few more than 3.200 have actually moved in. These new neighbors have to face a very different reality than the one they had bought, without the expected the infrastructures and connections used to promote the apartments. Despite this, in 2009, a new general plan that plans for 70,000 new additional residents was approved.
