Municipal Town Planning Plan of Horche.

Horche, Guadalajara, Castilla-La Mancha.

In 2004, with the excuse of the construction of a high-speed rail station nearby, the town plan was redrafted. These changes allowed for the construction of 9,000 new homes, meaning that the population could have grown from 1,800 to 27,500 people. In reality, “only” a very small amount of the new houses were ever built, and even less were sold. The City Council's debt with the banks passed from €18.000 in 2008 to €819.000 in 2013.
