The original plan contemplated 2,000 houses and a golf course, but when the constructor went bankrupt in 2008, the project stopped abruptly. This was a hard blow on the City's economy because, in order to pay regular expenses, it had already spent €1.8 million from a fund that was explicitly aimed for the infrastructures affected by the development. However, Bellarotja has been abandoned and decaying for seven years, and there are no plans for finishing it, so no new infrastructures are needed. Thus, the City has to return the money from the fund, blocking the possibility of new investments.
